Is there a good do-it-yourself solar programs out there?

I am interested in adding solar panels to my house to help reduce energy costs. I also believe that only a clean bill that would do. I'm reasonably handy and have heard of programs to assist with the provision of solar panels and installation of solar yourself. Does anyone know of a good one?
